Governor's Advisory Council Report

An Advisory Council on Gambling was created in 1994 to "study the conduct of all forms of gambling in Minnesota and advise the Governor and Legislature on all aspects of state policy on gambling." The Council submitted its final report on Feb. 1, 1996. In response to problem gambling the report states, "The Advisory Council recommends that the state, in collaboration with the gambling industry, commit to developing a system to provide a continuum of services for people troubled by gambling problems. A prevention strategy must be implemented to help provide information and skills needed for people of all backgrounds to make informed choices about whether, when, and how much to gamble."

The report also includes sections on the extent of gambling in Minnesota, forms of gambling, governance of gambling, regulation of gambling, and gambling on tribal land.
